Try apple Beta 16 or 17 versions if your phone is younger than mine. My iPad Pro is younger and on public Beta 17.5.

Which iPhone do you have, as I have the 8 Plus and apple no longer support updates past 16.7.8

We’ve been having this exact issue. Full signal and not able to make/receive calls and also no internet. It happens quite regularly, to the point we’re both seriously thinking of changing sim provider.
