my SIM card is blocked can anyone knows how to unblock it or should I order other SIM card

Can anyone help in here smarty blocked the SIM because I ordered another SIM card but the number is saying is active in the app but the SIM card is blocked anyone in here can help me please??

Hello there my SIM card is not active yet is saying 3 network but no service and signal bar is empty can anyone help me in here please.
