Regarding your issue I had similar problems, Samsung note 9, 70mbit, tp-Link 4g lte router 30mbit Apparently it is due to band compatibility and selection, in single spot of the house router displayed 4g+ lte LED, sadly in this spot there was 1 out of 5 bars of signal, speeds there were way better but unstable Some people said that Huawei 4g router has wider range of support of bands and you can manually select them, for this feature I had to downgrade my router firmware and install beta version, provided by tp-Link forum staff...
