Remote connectivity

I use a smarty card in a static mobile home. It works fine for internet when I am there. But the connection goes to sleep when not  in use, so my cameras stop working. Does anyone know of a network that actually works for intermittent data transfer. I would happily pay a premium for this type of service, but nobody can do it. The same thing happens for Vodafone sims in heating controllers. It’s obviously a software issue with the network providers who don’t want intermittent low data rates. I just think they should come clean over this and say it’s business they don’t want.
