I think it would be great if the Out of plan Add-Ons section would contain more short-term varied offers and promotions, including new and old customers.

Sanzian_1652445 Smarty will only make offers that are good for them financially and so you are currently seeing the offers that they think will attract business. The main source of business is not from add ons (it is from Smarty plans) and so I don't think it is likely that they will offer much there.
