Unable to send at this time

I've recently been getting a lot of failed message sends,  also about half a dozen times a day my phone says emergency calls only. I restart my phone and works fine but it gets a bit annoying doing this several times a day. Are there issues with smarty at the moment ? Or do I start looking for a new provider ?
