Using Smarty as a non UK resident
I've just had a look at the T&C's and as long as your family member is over 18, I don't think there should be a problem.
You could save 10% on you family members plan, by setting up the SIM as part of your "Group". Doing it this way, you can then decide if the SIM goes into another unlocked phone for someone else connected to you, after your family member is no longer in the UK. Alternatively, just pause the auto-renewal of the plan, and after 6 months of non use, the SIM will automatically become become void.

Thank you Strandloper and JJP2 for the information and advice. I had noticed in the T&C’s that to get a 10% discount when sharing with a friend that they had to be a UK resident but I agree in the T&C’s to start a new plan, it did not mention that you had to be a UK resident.
I will plan on getting my family member on a plan for a month then pause it after a month when they leave.

I have a couple of foreign SIM cards registered to my UK address, and the foreign networks are fine with this, as long as I top up my pay as you go credit at least once a year.
